B. 2951 -- "A Bill to amend and reenact §17C-12-7 of the Code of West Virginia, 1931, as amended, relating to increasing the penalties for and identified driver overtaking and passing a school bus stopped for the purpose of receiving and discharging children; and making the penalties for an owner or lessee of a vehicle containing an unidentified driver overtaking and passing a school bus stopped for the purpose of receiving and discharging children a civil penalty."
